Military Inspection, Agwelek Forces, Fangak County, Jonglei State

Local sources in Fangak County report that Major General Paromi Anguiy Otein, Deputy Commander of the Agwelek Forces, arrived from Panyikang today, 2 October 2026, to conduct a military inspection. This deployment aims to consolidate the Agwelek forces' presence in Fangak in preparation for the upcoming December elections.

CHSD is a South Sudanese national NGO licensed and registered with National Security, the Relief and Rehabilitation Commission and the Criminal Investigation Department. CHSD leads service delivery and retains responsibility for analytical independence and accountability to donors.

Archer International Limited provides office hosting and overhead support, including IT, HR, finance and logistics. This enables the CHSD team to concentrate on reporting, analysis and advisory support.

Continuing technical guidance and quality assurance support the application of international security best practice, including impartial reporting, responsible information handling and practical risk advice. The structure combines South Sudanese professional leadership with lower overheads and reduced reliance on expatriate management.

Preserving a shared resource for South Sudan

Following PLSO’s withdrawal at the end of September 2026, continuity of shared security information is a priority. Reduced funding, operational constraints and an uncertain political environment make reliable, accessible information essential to organisations working across the country.

CHSD welcomes partnerships with diplomatic missions and donors to sustain open access, strengthen the source network and invest in South Sudanese professional capacity.

CHSD leads service delivery, reporting and analysis. Archer supports the organisation with infrastructure, administrative services and continuing professional guidance.

How is donor funding managed?

Funding is received, held and administered by CHSD, with donor reporting and transparent accounting for programme expenditure and Archer’s support costs. Archer supports fundraising on CHSD’s behalf.
